India made it mandatory in 2013 for all companies above a certain size to spend at least 2% of their annual net profits on CSR. Despite zero monitoring, enforcement, or penalties for noncompliance, the policy has resulted in high (although by no means universal) CSR spending. Though the spending has increased, there is a high redundancy in the spending channels.
